Sheriff Jay Armbrister

Jay Armbrister grew up in Lawrence, graduated from Baldwin High School and has served the Douglas County Sheriff’s Office for more than 26 years starting as a jailer and corrections officer. After working in capacities of patrol deputy, detective and supervisor, he was elected Sheriff and took office in 2021. After facing no opposition, Douglas County voters re-elected him in 2024, and he began a second four-year term as your Sheriff in January 2025.

Katy Fitzgerald, Criminal Justice Coordinator, Douglas County

Katy Fitzgerald has served as the Criminal Justice Coordinator for Douglas County since July of 2022. 


She primarily works on justice issues, including facilitation and coordination of the Douglas County Criminal Justice Coordinating Council. 


Fitzgerald came to Douglas County from Mecklenburg County, North Carolina, where she has been a management analyst in the Criminal Justice Services Department since January 2014. Prior to joining Criminal Justice Services, Katy’s career began as a community mental health clinician, providing mental health and substance abuse treatment to adults and juveniles across the spectrum of criminal justice involvement, including several years as a clinician in a North Carolina Youth Development Center, and as a care coordinator for the local managed care organization.

Undersheriff Stacy Simmons

Stacy Simmons began her career in 1995 working for three years at the Kansas Department of Corrections before becoming a law enforcement officer in 1998 with the Douglas County Sheriff’s Office. She has worked for DGSO for more than 26 years in both the Operations and the Corrections Divisions. As she progressed through the ranks, Simmons supervised shifts, the booking and training units as well as overseeing special projects – including a hand in developing DGSO’s Citizen’s Academy and Corrections Academy. 


Sheriff Jay Armbrister appointed her as Undersheriff in 2021 – where she served after being his running mate in the 2020 and 2024 elections.
